IRC Colours
This is a reference page describing the IRC colour pallette. The colours have been found by using mIRC to generate test colours and then using an eyedropper on a screenshot.
Since mIRC is the client that, to my knowledge, was the first to implement this particular colour pallette, I think it's safe to say that whatever mIRC implements is the complete and absolute truth.

Should be noted, however, that mIRC users - like other clients too - can freely redefine these colours.
And a warning to fellow editors: using the GUI mode will destroy all the nicely laid our colour boxes.
What about supporting a new color and attribute protocol? Colloquy and XiRCON support CTCP/2 text attributes. http://www.lag.net/~robey/ctcp/ctcp2.2.txt
